Note: If your institution is already eligible at the Natural Sciences and Engineering Research Council (NSERC) or the Canadian Institutes of Health Research (CIHR), please contact the Corporate Secretariat for additional instructions.
Include in the application:
1. A written request signed by the president/principal or delegate of your institution, specifying the type of eligibility requested: full or provisional eligibility.
2. A brief overview of the institution, including the programs offered, the areas of research, and the number of students and faculty.
3. An overview of the legal status and governance structure of the institution. Include:
- the statement of Canadian incorporation or constitution;
- information on governance structure (e.g. mandate and constitution of Board of Governors and Academic Senate, or equivalent); and
- relationship to other institutions (i.e. institutional affiliations).
4. A statement regarding the source(s) of operating funds.
5. A statement regarding AUCC membership (for new universities please provide the expected date membership).
6. A statement affirming the institution's commitment to research, and the institution's research mandate in the social sciences and humanities (SSH). Provide supporting information such as:
- research mandate;
- mission statement;
- annual report;
- overview of research activities;
- list and qualifications of research staff;
- list of recent research and research-related outputs in the SSH (which have been reviewed and disseminated in appropriate channels);
- programs of instruction in the SSH; and
- copy of academic freedom statement.
7. A statement affirming that the institution will provide basic facilities and services, including space, to allow its faculty to conduct research. Please include a brief description of these facilities and services, and the general terms for their use and availability.
8. A statement affirming that the institution is responsible for the indirect costs of research undertaken through SSHRC grants. Please provide a statement on the current situation, if relevant, indicating that the institution understands and abides by the policies and regulations described in the Tri-Agency Responsibilities and Accountability guidelines.
9. A statement affirming that the institution will sign and adhere to the Memorandum of Understanding on the Roles and Responsibilities in the Management of Federal Grants and Awards (MOU).
10. A statement affirming which of the options described in Article 5.3 (Ethics Review of Research Involving Animals) of the MOU applies to the institution. If option 1 applies, please include:
11. A statement affirming which of the options described in Article 5.13 (Research Involving Biohazards) of the MOU applies to the institution.
12. A completed Federal Agencies' Grant and Award Management Questionnaire.
13. A copy of the institution's policy on integrity in research and scholarships that adheres to the Tri-Council Policy Statement: Integrity in Research and Scholarship and its framework.
14. A statement affirming that the institution has a policy on conflicts of interest in research
15. If an institution conducts research involving humans: Tri-Council Policy Statement: Ethical Conduct for Research Involving Humans as the minimum standard (covering in the institutional policy elements of at least sections 1 and 2 of the policy statement).
Note: If your institution has arranged to use the policy and process of another eligible Canadian institution to conduct your institution's ethics reviews or to serve as your institution's appeal board, please include:
- a formal written agreement with another eligible institution (duly signed by the two institutions) reflecting the details of the arrangement with the other institution.
If an institution does not conduct research involving humans: In cases where an institution does not conduct, and has no plans to conduct, any research involving humans at the time of applying for institutional eligibility, the institution has up to one year from the date of signing the MOU to put in place a policy (or a formal written agreement with another institution) that adheres to the Tri-Council Policy Statement: Ethical Conduct for Research Involving Humans.
Please include a statement confirming that the institution agrees that it will not allow the conduct of research involving humans, and will not submit any applications to SSHRC for research involving humans, until a policy that adheres to the tri-council policy statement is in place.
Note: This applies to all research currently conducted under the institution's auspices or jurisdiction, or by its members (whether this research is funded by a Tri-Council Agency or not).
16. A statement affirming that the institution has effective safeguards in place to protect the sensitive information entrusted to it by SSHRC for administering applications and awards.
Colleges

Note: organizations are eligible on a grant-by-grant basis for specific SSHRC funding opportunities only; full eligibility is not granted
Include in the application:
1. A written request signed by the executive director or equivalent of your organization, specifying the SSHRC funding opportunity for which eligibility is requested and providing details regarding the specific grant application made.
2. A brief overview of the organization, including the programs offered, the areas of research, and the number of researchers and staff.
3. An overview of the legal status and governance structure of the organization. Include:
- a statement of Canadian incorporation or constitution:
- not-for-profit organizations must demonstrate Canadian incorporated not-for-profit status, with a social, cultural or economic mandate;
- information on governance structure (e.g., mandate and constitution of Board of Governors, or equivalent); and
- relationship to other institutions (i.e., affiliations with other not-for-profit and academic/postsecondary institutions).
4. A statement regarding the source(s) of operating funds.
5. A statement regarding any formal affiliations with SSHRC-eligible postsecondary institutions, and information on any other relevant organizational affiliations.
6. A statement affirming the organization's commitment to research, and the organization's research mandate in the social sciences and humanities (SSH). Provide supporting information such as:
- research mandate;
- mission statement;
- annual report;
- overview of research activities;
- list and qualifications of research staff;
- list of recent research and research-related outputs in the social sciences and humanities (which have been reviewed and disseminated in appropriate channels); and
- copy of academic freedom statement (where applicable).
Note: In interpreting what constitutes research outputs and dissemination, SSHRC takes into account the unique context and activities of community-based organizations.
7. A statement affirming that the organization will provide basic facilities and services, including space, to allow its researchers to conduct research. Please include a brief description of these facilities and services, and the general terms for their use and availability.
8. A statement affirming that the organization is responsible for the indirect costs of research undertaken through SSHRC grants. Please provide a statement on the current situation, if relevant, indicating that the organization understands and abides by the policies and regulations described in the Tri-Agency Responsibilities and Accountability guidelines.
9. A statement affirming that the organization will sign, and adhere to, the Memorandum of Understanding on the Roles and Responsibilities in the Management of Federal Grants and Awards (MOU).
10. A statement affirming which of the options described in Article 5.3 (Ethics Review of Research Involving Animals) of the MOU applies to the organization. If option 1 applies, please include:

13. A copy of the organization's policy on integrity in research and scholarships that adheres to the Tri-Council Policy Statement (TCPS): Integrity in Research and Scholarship and its framework.
14. A statement affirming that the organization has a policy on conflicts of interest in research
15. If the organization conducts research involving humans: Include a copy of the organization's policy on the ethics of research involving humans that adheres to the Tri-Council Policy Statement (TCPS): Ethical Conduct for Research Involving Humans as the minimum standard (covering in the institutional policy elements of at least sections 1 and 2 of the TCPS).
Note: If your organization has arranged to use the policy and process of another eligible Canadian institution to conduct your organization's ethics reviews or to serve as your organization's appeal board, please include:
- a formal written agreement with another eligible organization (duly signed by the two organizations) reflecting the details of the arrangement with the other organization.
